You're probably right that it can't be the fortress itself, but I think the region itself would be plausible, with the area being a frozen mountainous wasteland.
The main image used is of pits and delvings. Most likely something else other than Angband as they were in Foridwaith and Angband was South of that in the Iron Mountains.
